So here's the deal... I'm an engineering student at the University of Wisconsin, and also an avid hooper. I've been given the chance to get school credit to build a rack for bike that holds hoops. It's my senior design project. I love all of the ideas that have been put forward, and want to make a design that is simple, effective, and easily built by anyone who reads my online instructions. It will hold at least 8 hoops and be easily removable and well balanced.
I'm not going to sell it, I just want to spread knowledge. I've started a tribe for this purpose! Please post your ideas, as I know that I cannot do this alone. I'd love your thoughts. Especially bike related hints, as I've only started working with bikes this year.

My hoop rack, developed two years ago for a couple of hooping friends, includes a rear luggage rack as purchased at any bicycle store (modified slightly with some bends) and what is essentially a bicycle water bottle cage up front, mounted to the steering head. You ride within the hoops. I'm sure it could hold 3 hoops, but the design would need to be modified for 8 hoops.
I'm not a hooper myself, but why would you need to carry 8 hoops? -
