  As long as it is Mutated, meaning that it cannot be identified as it came from the manufacturer, then it is fine. As it is, you cannot drive it @ Burning Man.
  
  Noise? A 2-stroke can't hold a candle against a rolling Rave golf cart. Don't worry too much about that.
  
  and lastly.... it is too late to submit a pre-registration to the DMV to have it allowed to pass through the front gate to get final approval. Maybe next year. ;-)
