It's time to turn our 6-person surrey bike into a big wheel bike. Who can provide some tips and pointers to doing this in a cost-conscious way? We are happy to hack and chop on this thing (see my photos) to turn it into something functional and comfortable. Along those lines, we'll want to be recumbent ourselves. Bike can have 3 wheels or 4, but we'd still like the passengers to be able to pedal. I'd like to be sitting/reclining about 10 feet off the ground while pedaling. Passengers can remain upright in a "comfort bike" position.

I haven't put much thought into this yet, so am pretty much in brainstorming mode at present.
